DB Benchmarks

Codecs

Currently only benchmarking the encoding/decoding of Header. It can be benchmarked with two different codecs at the moment main/scale and postcard:

Main/Scale:

$　cargo bench --features bench

Postcard:

$　cargo bench --features bench-postcard
